In 1998, more than 100 researchers and vocational training experts from most European Union (EU) Member States and other countries in Central and Eastern Europe attended a conference that was held in collaboration with the German Federal Ministry for Education, Science, Research and Technology and the European Training Foundation (ETF) to: examine how comparative vocational training research is related to policy and practice and how it contributes to the transfer of innovation in the European context; and assess the current situation and highlight prospects for the development of comparative vocational training research in future.

In this conference paper, the author states that comparative vocational training research does not have a clean slate to start with and outlines some of the basic issues of comparative VET research. These include the misunderstanding that comparative educationalists face when trying to explain and justify the working methods, the question whether comparative education should be assigned to the humanities or the social sciences and the broadening of epistemological and pragmatic interests of comparative educationalists as a reaction to social, political and cultural upheavals at the global, regional and national levels and their effects on the educational systems.
